Deputy Security & Humanitarian Access Coordinator

Key responsibilities:

  • Contribute to the implementation of security procedures and plans and ensure that all practical preparations are in place and known to all relevant staff;
  • Ensure teams’ proper application of security measures and procedures;
  • Coordinate purchase requisitions and interventions with the Logistics Department, and participate in the budgeting process of the project cycle management;
  • Develop and maintain a network of stakeholders in order to retain an up-to-date understanding of the context and humanitarian access in Northern Nigeria;
  • Represent ACF in front of stakeholder (I/L/NGO, UN, local authorities and community stakeholders) for security matters, in coordination with the Security & Humanitarian Access Coordination and Area Coordinator;
  • Continuously collect information on all aspects of security and prepare regular Sitreps & written reports on context, security and humanitarian access, both for line manager and wider ACF country office staff;
  • Use available information and understanding of the security context to advise the Security & Humanitarian Access Coordinator, Area Coordinator, and other Coordination staff on security measures for ACF staff and operations;
  • Oversee the consolidation of incidents database in areas ACF is conducting its activities. 
  • Report incidents as they arise;
  • Coordinate and/or oversee safety assessments prior to team deployment to new field areas;
  • Lead security, safety and access, as well as incident management trainings for ACF coordination & field staff;
  • Contribute to the dissemination and enforcement of security rules by ACF staff;
  • Contribute to critical incidents management and participate in the crisis management team;
  • Participate and lead business continuity with base personnel in case of hibernation, evacuation and relocation;
  • Coordinate and facilitate medical evacuations in coordination with Coordination Office and external providers;
  • Ensure the interim role in case of absence of the Security & Humanitarian Access Coordinator;
  • Technical support to Field Managers for security-related matters, notably in Borno;
  • Assist Security & Humanitarian Access Coordinator contracted guards’ technical management & relations with security service providers, notably in Borno. 

Position Requirements:

  • A university degree or equivalent;
  • A minimum of three (3) years of progressive experience in safety and security with INGOs in Nigeria is required;
  • Existing network to influential actors in the North East of Nigeria (e.g. on security, political, social, cultural, and religious levels);
  • Personal qualities: rigor, resistance to stress, capacity to handle an important workload, proactivity & autonomy, good communication skills, ability to maintain strict confidentiality;
  • Excellent analytical skills, writing and speaking;
  • Mastery of English and Hausa is a must;
  • Knowledge of local languages in Borno and French is a plus;
  • Excellent knowledge of the humanitarian environment in the BAY states;
  • Demonstrable experience in security management;
  • Prior experience with ACF is a plus;
  • Knowledge of geographical information system (GIS) is a plus.
